Payroll Manager - Hybrid Position

Northridge, CA Northridge, CA Full-time Full-time $75,000 - $95,000 a year $75,000 - $95,000 a year The Payroll Manager will oversee and manage all aspects of our Staffing Agency payroll operations.
The ideal candidate will have a deep understanding of payroll processing, tax regulations, and employment laws.
They will be responsible for ensuring the accurate and timely processing of multiple payrolls for approximately 1,000 corporate and temporary workforce employees, including those in multiple states and locations.
This role reports directly to the Chief Financial Officer and will involve collaborating with the HR and Operations/Accounts Receivable teams to ensure compliance with state laws and regulations.

$75,000 - $95,000 Responsibilities include, but are not limited to, time and attendance data entry and electronic import, payroll processing for weekly, biweekly, and semi-monthly cycles, garnishments, payroll taxes (initial setup and follow up on agency notices, payroll accounting (GL interface), optimizing payroll processes, ADP Workforce Now system maintenance, off cycle payments, terminations, and other administrative duties.
ESSENTIAL DUTIES & RESPONSIBILITIES Accurately manage and process all weekly, bi-weekly, and semi-monthly multi-state payroll, including bonuses and commissions, reimbursements, salary adjustments and ensure compliance with pay rules.
Responsible for overseeing the preparation and processing of semi-monthly, biweekly and weekly payrolls for 1000
employees, including Corporate and Long-term Temporary Workforce staff using ADP Workforce Now.
Implement, maintain, and review payroll processes and systems to ensure timely, accurate, and compliant processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
Ensure accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
Supervise the payroll team and assign responsibilities; monitor team performance and metrics, create growth opportunities for existing staff and train new staff, as required.
Direct the collection, batching, coding and data entry of payroll data.
Download, audit and process automated time and attendance files.
Provide outstanding Customer Service when communicating with Customer contacts regarding delayed reporting of time and attendance and/or any potential risk exposure.
Respond to employee Payroll inquiries in a timely and professional manner.
Manage escalated resolution as needed.
Work with Operations to ensure smooth onboarding of new Customers and employees.
Work collaboratively with the Billing and Accounts Receivable department for invoicing and monthly accounting reporting.
Establish, train and execute processes for employee payroll related changes such as rate change requests, W4, tax updates, direct deposit etc.
Analyze employee service tickets received and complete root cause analysis to isolate trending issues.
Reconcile Independent Contractor payments via monthly invoicing.
Manage and Track Employees Vacation and Sick Time.
Process year end reporting including employee data verification, W2, 1095 B, Quarterly adjustments, 940 review.
Research missing tax filings with ADP and submit reports as deemed necessary.
Ensure proper taxation set up within ADP for state required filings and employees' withholdings.
Audit new hire data entry.
Coordinate with HR and Accounting to verify employee data and accounts.
Understand all reporting capabilities in ADP Workforce Now for, payroll, human resources and accounting.
Prepare analytic reports in MS Excel utilizing pivot tables, xlookup and related function, conditional formatting, and other advanced functionality.
Ensure all payroll information and records are maintained in accordance with company and statutory requirements.
Review and improve payroll policies and procedures.
Maintain and audit payroll records to ensure accuracy in ADP.
Stay up to date on payroll law and keep management aware of potential risks.
Other duties as assigned.
Qualifications Education:
Bachelor's degree in Accounting, Business Administration, Human Resources, or related field required.
Knowledge

Experience:
Required Minimum of 5 years of payroll experience with 500
employees, multi-state organization required.
Minimum of 3 years of management experience required.
Experience with ADP Workforce Now.
Strong computer technical aptitude; ability to quickly navigate amongst systems.
Extensive knowledge of the payroll function including preparation, balancing, auditing and processing.
Deep knowledge of payroll taxes and filing requirements required.
Previous experience with MS Office suite of products, especially Excel, Outlook, MS Teams Strong Preference Prior experience working for a Staffing Agency processing payroll for multiple pay codes/companies.
